I have an HP pavilion 17 notebook with the same problem.
The power to the laptop does not shut down when I shut down Windows, I have to manually turn off the power.
I also changed the settings to "never" on both sleep and screen (click on settings, click on system, click on power/sleep, scroll to "never" on both) since Windows was shutting down but leaving the power on. At least for now, when I shut Windows down I can manually turn off the laptop a few seconds later. This laptop is almost always plugged in so I don't worry about the battery.
This is like my husband turning off the TV but leaving the lights on!---- not a good thing.

Thanks Susan, your reply has helped me to find a temporary solution. I hadn't tried shutting my computer down since first experiencing this problem so did not know it is a power issue rather than a screen issue. Whether shutting down or putting it to sleep mode, the process does not complete. The computer remains on until the battery is depleted.
I have found this website: (Removed) which says that for Windows 8, 8.1 and 10 Microsoft introduced a new (and default) method of shutdown called Hybrid Shutdown. This 'decreases the shutdown time by hibernating the kernel session, instead of completely closing it. When the PC is powered on again, the kernel session is revoked from the hibernation, so it decreases the booting time as well.' However, there are still errors in this Hybrid Shutdown feature which means that for many computers the shut down process is not completed and the computer just freezes or hangs.
A solution is to disable the Hybrid Shutdown by following these steps:
- Go toSearch, typepower options and click onPower Options from search results
- On the left side of the window click onChoose what the power button does
- If needed, click onChange settings that are currently unavailable, underDefine power buttons and turn on password protection
- From the enabled options underShutdown settings section, uncheckTurn on fast startup (recommended) checkbox to disable Hybrid Shutdown.
- ClickSave changes button to save the modified settings.
- Close Power Options window when done.
This will not affect the faulty sleep function but will enable us all to turn off our computers when desired.

Scratch the last line of my previous message. It does seem to put the computer into sleep mode. At least, I tried it twice by closing the lid:
the first time it went into sleep for one second then turned on again (power button lit up constantly) but at least didn't have a black screen on opening the lid;
the second time it went into sleep and stayed there (power button flashing) and opened up again properly.

Also, in order to disable the Hybrid Shutdown, you can get to the second step from the Power & Sleep screen in Settings (Windows/Start button; Settings; System; Power & Sleep) by scrolling down to the bottom and clicking Additional Power Settings.

Update: I ran the HP support assistant, had it look for updates. It found the needed driver and now my laptop shuts down correctly.

Same here. I have never had this problem since updating to Windows 10. I have to turn off the PC. The screen goes black with almost a checkbox diagonal pattern and almost looks like a screen saver. the computer never wakes up!

I also tried going through the hybrid settings with no luck, but I ran the HP support assistant for updates and it hadn't downloaded a BIOS update. This fixed the powering off "Dead Sleep" issue as well as putting it to sleep and actually being able to wake it up!
Happy camper over here!

Thank you GarNic! This has been working for me for a couple of weeks now. (The previous 'fix' worked once, but never again after that, so I gave this one a bit of time before replying.)
I wasn't able to turn off the automatic update for the fix, but everything is working as it should be.
Thanks again for taking time to post a link on this thread :)
